New Mexico has a bitter gambling past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Amerindian casino bandwagon. Politics assured that wouldn't be the situation.

The New Mexico governor Bruce King assembled a working group in 1990 to draft an accord with New Mexico Native tribes. When the task force arrived at an agreement with two important local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Amerindian wagering in New Mexico was now a certainty. But when the new Governor signed the contract with the Indian tribes, anti-wagering forces were able to hold the accord up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing a deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, passed by the New Mexico government, to get the process moving on a full accord amongst the State of New Mexico and its Indian bands. A decade had been burned for gambling in New Mexico, including Native casino Bingo.

The nonprofit Bingo industry has gotten bigger since Nineteen Ninety-Nine. That year, New Mexico charity game operators acquired only $3,048. This number grew to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Non-profit Bingo revenues have increased constantly since that time. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the operators.

Bingo is certainly beloved in New Mexico. All types of providers look for a piece of the action. Hopefully, the politicos are through batting around gaming as a hot button factor like they did in the 1990's. That is probably wishful thinking.
