New Mexico has a bitter gambling history. When the IGRA was passed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to negotiate a contract with New Mexico American Indian tribes. When the task force arrived at an agreement with 2 important local bands a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

When a new governor took over in 1995, it seemed that Amerindian gaming in New Mexico was now a certainty. But when Governor Gary Johnson passed the compact with the American Indian tribes, anti-gambling groups were able to tie the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full contract between the Government of New Mexico and its American Indian tribes. 10 years had been lost for gaming in New Mexico, which includes Indian casino Bingo.

The nonprofit Bingo industry has grown from Nineteen Ninety-Nine. That year, New Mexico charity game operators acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo earnings have increased steadily since then. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the providers.

Bingo is clearly popular in New Mexico. All types of providers try for a piece of the action. Hopefully, the politicos are done batting over gaming as a hot button issue like they did back in the 90's. That is probably hopeful thinking.
