New Mexico has a stormy gaming past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a panel in 1990 to draft an accord with New Mexico American Indian bands. When the working group came to an accord with 2 prominent local bands a year later, the Governor declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took over in 1995, it seemed that Indian gambling in New Mexico was a certainty. But when the new Governor signed the compact with the Indian tribes, anti-gambling forces were able to hold the accord up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, therefore costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full contract between the State of New Mexico and its American Indian bands. A decade had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo industry has grown since 1999. In that year, New Mexico non-profit game operators brought in just $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo earnings have grown steadily since that time. 2005 witnessed the biggest year, with $1,233,289 earned by the owners.

Bingo is categorically favored in New Mexico. All kinds of owners look for a piece of the action. Hopefully, the politicians are done batting around gambling as a key matter like they did back in the 1990's. That's without doubt wishful thinking.
