New Mexico has a complex gaming past. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it looked like New Mexico would be one of the states to cash in on the Amerindian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King announced a panel in 1990 to create an accord with New Mexico American Indian bands. When the working group arrived at an agreement with 2 important local tribes a year later, Governor King refused to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian gaming in New Mexico was now a certainty. But when the new Governor passed the compact with the Amerindian bands, anti-gaming groups were able to tie the accord up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full contract between the Government of New Mexico and its Indian bands. A decade had been squandered for gambling in New Mexico, including Indian casino Bingo.

The non-profit Bingo industry has grown since 1999. That year, New Mexico non-profit game operators acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Non-profit Bingo revenues have grown constantly since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the providers.

Bingo is clearly popular in New Mexico. All types of operators try for a bit of the pie. With hope, the politicians are through batting over gaming as an important factor like they did back in the 90's. That's without doubt wishful thinking.
