New Mexico has a bitter gambling background. When the IGRA was signed by the House in 1989, it looked like New Mexico would be one of the states to get on the Amerindian casino bandwagon. Politics guaranteed that wouldn't be the case.

The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to draft a contract with New Mexico Indian tribes. When the panel came to an accord with 2 big local tribes a year later, the Governor refused to sign the agreement. He held up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it seemed that American Indian betting in New Mexico was a certainty. But when the new Governor signed the contract with the Native tribes, anti-gambling forces were able to hold the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico house, to get the ball rolling on a full accord amongst the State of New Mexico and its Indian bands. 10 years had been burned for gambling in New Mexico, including Native casino Bingo.

The nonprofit Bingo business has increased from Nineteen Ninety-Nine. That year, New Mexico charity game owners acquired only $3,048. This number grew to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Non-profit Bingo earnings have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 grossed by the providers.

Bingo is apparently beloved in New Mexico. All kinds of owners try for a piece of the action. Hopefully, the politicians are through batting around gaming as a hot button issue like they did back in the 1990's. That's without doubt hopeful thinking.
