New Mexico has a bitter gambling background. When the IGRA was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics assured that wouldn't be the case.

The New Mexico governor Bruce King announced a working group in 1990 to negotiate a contract with New Mexico Amerindian bands. When the panel came to an accord with 2 big local tribes a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

When a new governor took over in 1995, it seemed that Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson passed the compact with the Amerindian tribes, anti-gambling groups were able to tie the contract up in courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing a deal, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico house, to get the ball rolling on a full compact between the State of New Mexico and its American Indian bands. A decade had been squandered for gaming in New Mexico, including Amerindian casino Bingo.

The nonprofit Bingo industry has increased from Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Not for profit Bingo earnings have grown constantly since then. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the operators.

Bingo is apparently favored in New Mexico. All sorts of providers look for a piece of the action. Hopefully, the politicians are done batting over gambling as a key matter like they did in the 1990's. That's probably hopeful thinking.
