New Mexico has a complex gaming background. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics assured that wouldn't be the case.

The New Mexico governor Bruce King appointed a panel in 1990 to negotiate a contract with New Mexico Native bands. When the task force arrived at an agreement with 2 prominent local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Native gambling in New Mexico was a certainty. But when Governor Gary Johnson signed the contract with the Native tribes, anti-gaming groups were able to hold the contract up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the process moving on a full accord between the Government of New Mexico and its Amerindian tribes. A decade had been burned for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo industry has increased from Nineteen Ninety-Nine. That year, New Mexico charity game providers acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo revenues have grown steadily since that time. 2005 saw the biggest year, with $1,233,289 grossed by the providers.

Bingo is clearly favored in New Mexico. All sorts of operators look for a piece of the pie. With hope, the politicos are through batting over gambling as a key matter like they did back in the 1990's. That's most likely wishful thinking.
