New Mexico has a stormy gaming past. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to get on the Native casino bandwagon. Politics assured that wouldn't be the case.

The New Mexico governor Bruce King announced a panel in 1990 to create a compact with New Mexico Native bands. When the working group came to an agreement with two prominent local bands a year later, Governor King declined to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it seemed that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Amerindian bands, anti-wagering forces were able to tie the contract up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, signed by the New Mexico government, to get the ball rolling on a full contract amongst the Government of New Mexico and its American Indian bands. A decade had been lost for gaming in New Mexico, which includes Indian casino Bingo.

The not for profit Bingo business has increased since 1999. That year, New Mexico not for profit game operators acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Non-profit Bingo earnings have increased steadily since that time. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the owners.

Bingo is categorically favored in New Mexico. All kinds of owners look for a piece of the pie. With hope, the politicians are through batting around gambling as a hot button factor like they did back in the 1990's. That's most likely wishful thinking.
