New Mexico has a rocky gaming background. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics assured that wouldn't be the case.

The New Mexico governor Bruce King appointed a panel in 1990 to negotiate an accord with New Mexico American Indian bands. When the working group arrived at an agreement with 2 important local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that American Indian betting in New Mexico was a certainty. But when Governor Gary Johnson passed the compact with the American Indian bands, anti-wagering groups were able to tie the accord up in the courts. A New Mexico court found that the Governor had overstepped his bounds in signing a deal, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full contract between the State of New Mexico and its Native tribes. A decade had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.

The nonprofit Bingo industry has grown from Nineteen Ninety-Nine. In that year, New Mexico not for profit game owners acquired just $3,048. That climbed to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo earnings have grown steadily since that time. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the owners.

Bingo is clearly popular in New Mexico. All types of providers try for a piece of the pie. With hope, the politicians are done batting around gaming as a hot button matter like they did back in the 90's. That is probably hopeful thinking.
