New Mexico has a complex gambling background. When the IGRA was signed by the House in 1989, it looked like New Mexico would be one of the states to cash in on the Native casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to negotiate a contract with New Mexico Native bands. When the working group arrived at an agreement with two big local tribes a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

When a new governor took office in 1995, it appeared that Native gambling in New Mexico was now a certainty. But when the new Governor passed the compact with the Native bands, anti-gambling forces were able to hold the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing a deal, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, passed by the New Mexico house, to get the process moving on a full contract amongst the State of New Mexico and its Indian tribes. A decade had been burned for gambling in New Mexico, including Native casino Bingo.

The nonprofit Bingo business has gotten bigger from 1999. In that year, New Mexico not for profit game owners acquired just $3,048. That climbed to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo earnings have increased constantly since that time. 2005 witnessed the biggest year, with $1,233,289 grossed by the operators.

Bingo is categorically favored in New Mexico. All types of providers try for a slice of the action. Hopefully, the politicos are done batting around gambling as a hot button issue like they did back in the 90's. That's most likely hopeful thinking.
