New Mexico has a stormy gaming history. When the IGRA was signed by the House in 1989, it seemed like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to negotiate an accord with New Mexico Indian bands. When the working group arrived at an accord with two big local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Native betting in New Mexico was now a certainty. But when the new Governor signed the accord with the Indian tribes, anti-gaming groups were able to tie the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the accord, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full contract between the Government of New Mexico and its Indian tribes. A decade had been lost for gambling in New Mexico, which includes Indian casino Bingo.

The non-profit Bingo industry has grown since Nineteen Ninety-Nine. That year, New Mexico not for profit game providers brought in only $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo earnings have grown steadily since then. 2005 saw the largest year, with $1,233,289 grossed by the providers.

Bingo is categorically popular in New Mexico. All sorts of owners look for a bit of the pie. Hopefully, the politicians are done batting over gambling as an important factor like they did back in the 1990's. That's without doubt hopeful thinking.
