New Mexico has a bitter gambling background. When the Indian Gaming Regulatory Act was passed by the House in 1989, it seemed like New Mexico might be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King appointed a panel in 1990 to create an accord with New Mexico Amerindian bands. When the task force came to an agreement with 2 important local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that American Indian betting in New Mexico was now a certainty. But when Governor Gary Johnson signed the contract with the Native tribes, anti-gambling groups were able to hold the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing a deal, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full contract amongst the Government of New Mexico and its Indian tribes. A decade had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo industry has grown from 1999. That year, New Mexico charity game providers brought in only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Not for profit Bingo earnings have increased constantly since that time. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the providers.

Bingo is clearly favored in New Mexico. All types of owners try for a slice of the action. Hopefully, the politicians are through batting around gambling as a key matter like they did in the 1990's. That is probably wishful thinking.
