New Mexico has a bitter gaming history. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics assured that wouldn't be the situation.

The New Mexico governor Bruce King announced a task force in 1990 to negotiate a contract with New Mexico American Indian tribes. When the task force arrived at an accord with 2 prominent local tribes a year later, the Governor refused to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in 1995, it appeared that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Native bands, anti-gambling forces were able to tie the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full compact amongst the Government of New Mexico and its American Indian tribes. Ten years had been lost for gambling in New Mexico, including Native casino Bingo.

The non-profit Bingo industry has increased since Nineteen Ninety-Nine. In that year, New Mexico non-profit game providers acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in 2001. Non-profit Bingo revenues have increased constantly since that time. 2005 witnessed the largest year, with $1,233,289 earned by the operators.

Bingo is categorically favored in New Mexico. All sorts of operators look for a piece of the action. With hope, the politicians are done batting around gaming as a hot button matter like they did in the 90's. That's most likely wishful thinking.
