New Mexico has a bitter gaming past. When the IGRA was signed by Congress in 1989, it seemed like New Mexico might be one of the states to get on the Indian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King announced a working group in 1990 to create an accord with New Mexico Indian tribes. When the working group arrived at an agreement with 2 prominent local tribes a year later, the Governor declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in 1995, it appeared that American Indian betting in New Mexico was a certainty. But when the new Governor signed the compact with the American Indian tribes, anti-gambling forces were able to tie the accord up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the ball rolling on a full contract amongst the State of New Mexico and its Amerindian tribes. Ten years had been squandered for gambling in New Mexico, which includes Indian casino Bingo.

The nonprofit Bingo business has grown from 1999. That year, New Mexico not for profit game providers brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Non-profit Bingo earnings have increased steadily since then. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the providers.

Bingo is apparently beloved in New Mexico. All kinds of providers look for a piece of the action. Hopefully, the politicos are through batting over gaming as an important issue like they did in the 90's. That's most likely hopeful thinking.
