New Mexico has a stormy gambling history. When the IGRA was signed by the House in 1989, it seemed like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to draft a contract with New Mexico Native bands. When the panel arrived at an accord with 2 big local tribes a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Indian betting in New Mexico was now a certainty. But when Governor Gary Johnson signed the compact with the Native tribes, anti-gaming forces were able to hold the deal up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the compact, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, passed by the New Mexico government, to get the process moving on a full contract amongst the State of New Mexico and its Indian bands. 10 years had been lost for gambling in New Mexico, including Amerindian casino Bingo.

The nonprofit Bingo industry has grown since Nineteen Ninety-Nine. That year, New Mexico non-profit game operators acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded a million dollars in 2001. Nonprofit Bingo revenues have grown steadily since that time. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the operators.

Bingo is clearly popular in New Mexico. All types of owners look for a piece of the pie. Hopefully, the politicos are through batting around gaming as a hot button matter like they did in the 90's. That's without doubt wishful thinking.
