New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the Indian casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King announced a task force in Nineteen Ninety to negotiate an accord with New Mexico Native bands. When the task force arrived at an accord with two important local bands a year later, Governor King refused to sign the bargain. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Native gaming in New Mexico was now a certainty. But when the new Governor signed the compact with the Amerindian bands, anti-gambling groups were able to tie the contract up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the accord, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, passed by the New Mexico legislature, to get the process moving on a full contract amongst the State of New Mexico and its American Indian tribes. A decade had been burned for gaming in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo business has gotten bigger from Nineteen Ninety-Nine. That year, New Mexico non-profit game owners acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Non-profit Bingo earnings have grown steadily since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the operators.

Bingo is clearly beloved in New Mexico. All kinds of owners look for a bit of the pie. With hope, the politicians are done batting over gaming as a key issue like they did in the 1990's. That is without doubt hopeful thinking.
