New Mexico has a rocky gambling past. When the Indian Gaming Regulatory Act was signed by Congress in 1989, it looked like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King assembled a panel in 1990 to draft an accord with New Mexico American Indian bands. When the task force arrived at an accord with two important local bands a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took over in 1995, it seemed that American Indian betting in New Mexico was now a certainty. But when Governor Gary Johnson passed the contract with the Amerindian bands, anti-gambling groups were able to hold the deal up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full compact amongst the State of New Mexico and its Native bands. Ten years had been lost for gambling in New Mexico, including Native casino Bingo.

The nonprofit Bingo business has increased since Nineteen Ninety-Nine. That year, New Mexico non-profit game providers acquired only $3,048. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo revenues have grown steadily since then. 2005 saw the largest year, with $1,233,289 grossed by the providers.

Bingo is apparently beloved in New Mexico. All types of providers look for a slice of the action. Hopefully, the politicos are through batting over gaming as an important matter like they did in the 90's. That's most likely wishful thinking.
