New Mexico has a bitter gambling past. When the Indian Gaming Regulatory Act was signed by Congress in 1989, it seemed like New Mexico would be one of the states to get on the Indian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King assembled a panel in Nineteen Ninety to draft a compact with New Mexico Indian bands. When the working group arrived at an accord with two important local bands a year later, the Governor refused to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that American Indian gambling in New Mexico was now a certainty. But when the new Governor signed the compact with the Native bands, anti-gaming forces were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico house, to get the ball rolling on a full contract between the State of New Mexico and its Native bands. A decade had been lost for gambling in New Mexico, which includes Native casino Bingo.

The not for profit Bingo industry has grown since 1999. That year, New Mexico charity game providers brought in just $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Nonprofit Bingo revenues have increased steadily since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 grossed by the owners.

Bingo is clearly beloved in New Mexico. All types of providers look for a piece of the action. With hope, the politicians are done batting over gaming as an important factor like they did back in the 90's. That's without doubt hopeful thinking.
