New Mexico has a bitter gaming past. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King announced a working group in 1990 to draft a compact with New Mexico American Indian bands. When the panel arrived at an agreement with two big local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that Native wagering in New Mexico was a certainty. But when the new Governor signed the accord with the American Indian bands, anti-gambling forces were able to hold the deal up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full contract amongst the State of New Mexico and its American Indian tribes. A decade had been squandered for gaming in New Mexico, including Native casino Bingo.

The not for profit Bingo business has gotten bigger since 1999. In that year, New Mexico non-profit game providers brought in only $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in 2001. Not for profit Bingo revenues have increased constantly since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is apparently popular in New Mexico. All types of providers try for a slice of the pie. With hope, the politicos are through batting over gambling as an important issue like they did back in the 90's. That's most likely wishful thinking.
