New Mexico has a rocky gaming background. When the IGRA was passed by Congress in 1989, it looked like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King assembled a task force in 1990 to draft a contract with New Mexico American Indian tribes. When the panel arrived at an agreement with 2 important local bands a year later, Governor King refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it seemed that Amerindian betting in New Mexico was now a certainty. But when the new Governor passed the compact with the Native tribes, anti-wagering groups were able to hold the contract up in courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing a deal, therefore denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full contract between the Government of New Mexico and its Native bands. 10 years had been burned for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo industry has gotten bigger since Nineteen Ninety-Nine. That year, New Mexico not for profit game operators acquired just $3,048. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo revenues have increased constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the owners.

Bingo is clearly popular in New Mexico. All sorts of operators try for a piece of the action. Hopefully, the politicians are done batting over gambling as an important issue like they did in the 1990's. That's probably hopeful thinking.
