New Mexico has a complex gambling background. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Native casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to negotiate a compact with New Mexico Native bands. When the working group came to an accord with 2 prominent local tribes a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that Native gambling in New Mexico was a certainty. But when the new Governor passed the accord with the American Indian bands, anti-wagering forces were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the deal, thereby denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full contract between the Government of New Mexico and its Native bands. 10 years had been lost for gaming in New Mexico, which includes Native casino Bingo.

The not for profit Bingo industry has grown since Nineteen Ninety-Nine. That year, New Mexico not for profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Non-profit Bingo revenues have increased constantly since then. Two Thousand and Five witnessed the largest year, with $1,233,289 earned by the operators.

Bingo is clearly favored in New Mexico. All types of operators try for a piece of the action. Hopefully, the politicians are through batting over gambling as an important matter like they did in the 90's. That is without doubt wishful thinking.
