New Mexico has a bitter gaming past. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it seemed like New Mexico would be one of the states to cash in on the American Indian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King announced a panel in Nineteen Ninety to draft a contract with New Mexico Indian tribes. When the working group arrived at an accord with 2 big local bands a year later, Governor King refused to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that American Indian wagering in New Mexico was now a certainty. But when the new Governor passed the contract with the Native bands, anti-wagering forces were able to hold the contract up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing a deal, thereby costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the ball rolling on a full contract between the Government of New Mexico and its Amerindian tribes. Ten years had been lost for gaming in New Mexico, which includes Native casino Bingo.

The non-profit Bingo business has increased since 1999. In that year, New Mexico not for profit game owners acquired only $3,048. That climbed to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Not for profit Bingo revenues have grown constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the owners.

Bingo is certainly favored in New Mexico. All sorts of operators look for a slice of the action. Hopefully, the politicians are done batting around gambling as an important matter like they did in the 90's. That is most likely wishful thinking.
