New Mexico has a bitter gaming background. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to discuss a contract with New Mexico Indian bands. When the task force arrived at an accord with two important local bands a year later, Governor King refused to sign the agreement. He held up a deal until 1994.

When a new governor took office in 1995, it appeared that American Indian betting in New Mexico was now a certainty. But when the new Governor signed the contract with the Native tribes, anti-gambling groups were able to hold the deal up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the accord, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the ball rolling on a full contract amongst the Government of New Mexico and its American Indian tribes. 10 years had been lost for gambling in New Mexico, including Indian casino Bingo.

The not for profit Bingo industry has grown since 1999. In that year, New Mexico non-profit game providers brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Not for profit Bingo revenues have increased constantly since then. Two Thousand and Five saw the largest year, with $1,233,289 earned by the operators.

Bingo is certainly favored in New Mexico. All sorts of owners look for a piece of the pie. With hope, the politicians are done batting around gambling as an important factor like they did in the 1990's. That's probably wishful thinking.
